Two River Development (2RD) is a vertically integrated affordable housing development company in Philadelphia specializing in PHA Housing that not only manages its own properties, but also provides third-party management, leasing, consulting, eviction, and related services for clients.
2RD specializes in leveraging PHA voucher programs and rental/security deposit assistance initiatives, while maintaining close partnerships with nonprofit organizations that offer rental assistance. The company’s core strength lies in its longstanding and effective relationship with the Philadelphia Housing Authority (PHA).
Founder and Managing Member Abraham Silber serves on the PHA Housing Choice Landlord Advisory Board and maintains daily communication with senior leadership of the Housing Choice Voucher program. Through this involvement, 2RD acts as a trusted consultant and leasing agent—particularly for developers with large, newly constructed buildings—interested in housing PHA tenants.

As of year end 2025, 2RD has executed or is in the process of executing approximately 100 leases for external clients with new construction buildings, not including leases for its own owned and managed portfolio. The firm is actively expanding its work with new construction developers, as a broader inventory base has been shown to boost inbound tenant inquiries and accelerate leasing timelines for all properties under management.
